Abstract
Both national governments and international statistical agencies have to deal with the challenge of receiving precise and credible data on international student mobility (ISM). The stress of the current study is on conceptual unification of statistics with the goal of achieving accuracy in ISM data. The research proposes an approach for obtaining and analyzing the factual flow of degree-mobile students at a country level. The results of the analysis are compared with the estimates of degree mobility data from the UNESCO Institute for Statistics (UIS). This comparison helps to see whether the difference between UIS assessments and factual mobility data is statistically significant. As a summary, the study provides empirical analysis of degree-mobile students in 32 countries: the European Union (EU), the European Free Trade Association (EFTA) and the United Kingdom. The study is based on the aggregate data from the European Tertiary Education Register (ETER): the goal is to construct indicator (benchmark) for analyzing degree mobility of students.
